JUDO RANK EVALUATION PROCEDURE
AND PROMOTION AUTHORITY
All black belt holders, 21 years of age and above, have the authority to evaluate and recommend an individual for promotion to a rank level one rank below his own rank. Each recommending person is responsible for ascertaining that the judoka to be promoted has met the general requirements for rank in all areas such as evaluation of contest and in-service points, technical proficiency and knowledge as is appropriate for the rank in consideration. In order to secure a promotion an evaluating black belt must fill out the recommendation for promotion form and mail to Fugakukai International with the appropriate fee and the promotion will normally be processed without question or delay. However, the organization is the final promotional authority and may, as the case may be, refuse to promote any person if it ins the best interest and protection of the integrity of the organization.
